Just read the "Plays" written by Cho Seung-Hui. They do sound disturbed to me but then again I haven't read what other seniors majoring in English are writing. I don't think anyone's to blame for "not reporting" this guy.
If they were, they'd end up having way too many people under surveillance.
A lot of the comments I have been reading from people on websites are upset that "nobody reached out to him". It'd be extremely interesting to see if these people would have done that in the face of this guy.
From what I've read about him so far, Cho seemed a scary guy. Quiet, gloomy. Angrily rejecting a girl offering him candy just like that. I think that's already quite far out there.
I don't think I would have done that, certainly not have done more.
